feat: expose ota_ready heap-readiness signal on /api/info (B1-300) (#486)

- bb_ota_pull_heap_ready() reuses the existing pre-flight guard predicate
  (single source of truth for the floor: BB_OTA_HEAP_FLOOR_BYTES derived
  from CONFIG_MBEDTLS_SSL_IN_CONTENT_LEN + 1024, and
  CONFIG_BB_OTA_PULL_MIN_FREE_HEAP_BYTES total-free floor)
- /api/info emits ota_ready computed from internal-cap heap
  (fixes the heap_largest_free_block-uses-default-cap blind spot on psram boards)
- host test covers both guard dimensions via bb_ota_pull_heap_ready_for_test()
