fix: gate bb_pub buffer metrics behind CONFIG_BB_PUB_BUFFER_ENABLE (B1-293) (#484)

pub_buffer_count, pub_buffer_dropped, and pub_ring_undersized were emitted
unconditionally as always-0 when the store-and-forward buffer is compiled
out, masking the compile state. Now gated at all three sites:
- Prometheus gauge array (metrics_emit_pub_health_prom ~L419)
- JSON emit (metrics_emit_pub_health_json ~L459)
- Schema metric list (~L525)

This prevents false noise during fleet validation when buffer is disabled.
