feat: bb_power_tps546 fault + VIN-sag status exposure (read_status, fault bits, vin_min) (#478)

- pure host-testable decoders in tps546_decode.h (fault-bit extractor, vin-sag comparator).
- bb_power_tps546_status_t + bb_power_tps546_read_status / reset_sag accessor.
- op_poll captures fault_bits + records a sag event (vin_min_mv, sag_count, last_sag_mv, last_sag_ms via bb_clock_now_ms).
- read status_iout for oc classification before any clear_faults re-arm (documented ordering constraint).
- add esp_timer to bb_power_tps546 priv_requires (bb_clock.h dependency).
- refs b1-308 / ta-435.
