feat: bb_power_tps546 vcore-collapse recovery (OFF-first reconfig + recover + debug-force-off) (#476)

- off-first reconfig + bb_power_tps546_recover: clean pmbus soft-reset (operation_off → reconfig → clear_faults → operation_on), matches axeos so a reboot/in-place recover clears a latched rail.
- bb_power_tps546_debug_force_off: debug-gated test hook to exercise vcore-collapse recovery.
- add missing freertos/task.h include in the esp-idf platform.
