fix: register no-op ESP_HTTP_SERVER_EVENT handler to silence esp_event "no handlers" spam (B1-306) (#474)

- add bb_http_noop_event_handler static function (no-op, all args discarded)
- register it on the default event loop after httpd_start succeeds in bb_http_server_ensure_started
- log at debug and continue if registration fails (non-fatal noise suppression)
- include esp_event.h (was not previously included in bb_http.c)
- document in CLAUDE.md (bb_http / Registry section) why the handler exists
