Replace vcr/google mypy overrides with inline ignores (#246)

Drop the [[tool.mypy.overrides]] block that silenced missing imports for
google_auth_oauthlib and vcr. Instead, mark the three import sites with
inline `# type: ignore[import-untyped]`, and add vcrpy to the lint env so
its import resolves (making the ignore import-untyped rather than the
fragile import-not-found).
