Pre publish readme (#21)

* README: footprint table (Cortex-M3 + RISC-V); add ml_kem example

* README: use lowmem sign numbers in footprint table

* comments: cut what/how, history refs, section banners

Remove inline comments that restate code, section-divider banners whose
names duplicate the type declarations below them, and stale forward
references to merged PRs. Surviving comments explain hidden constraints
and non-obvious invariants. API rustdoc untouched where it describes the
external contract.
