Type the Google Tasks adapter with google-api-python-client-stubs (#238)

Add google-api-python-client-stubs to the lint env and drop the
`googleapiclient.*` ignore_missing_imports override so the Google Tasks
adapter is type-checked instead of silently `Any` under strict mypy.

Type the discovery service carrier as the stubs' `TasksResource` and fix
the 20 mismatches this surfaced: correct `_update`'s response type, type
the `create_task` body, omit `None`-valued optional API params via a small
`_drop_none` helper, and cast the nullable due/notes clear bodies the
generated TypedDict doesn't model.
