* ML-DSA: decode sign secrets row-by-row, drop the sk_decode spike

`sk_decode` returns the full `(rho, big_k, tr, s1, s2, t0)` tuple by
value: it builds s1/s2/t0 in its own frame, then the three PolyVecs
are copied into the caller's. Both copies are live at the return, and
on the sign path that setup spike sits above the kappa loop's own
peak — so it, not the loop, sets the stack high-water mark.
