fix: make WIFI_PS_NONE the fleet default; drop redundant S2 override (#550)

- restore CONFIG_BB_WIFI_PS_NONE=y in sdkconfig.defaults (lost in the
  wifi_prov->bb_wifi migration; MIN_MODEM caused 3am drops + mqtt write
  timeouts on marginal links — KB-27)
- remove the now-redundant per-board override in sdkconfig/esp32-s2-mini;
  it inherits the value from defaults
