refactor(unit): move SI conversion factors from quantity kind to unit

- Add factor_to_si and offset_to_si columns to t_unit
- Remove display_symbol, si_to_display_factor,
  si_to_display_offset from t_quantity_kind
- Consolidate CO2Concentration, DissolvedOxygen,
  TotalDissolvedSolids, RadonConcentration into
  Concentration + substance FK
- Update v_measurement_wide to use unit conversion factors
- Update SIConverter to read from sensorConfig.unit
- Update API response shape (converter) and Swagger spec
- Update all test fixtures and assertions
