Friendlier CLI + discoverable headline verbs + accurate docs (#137)

Friendliness:
- `tsarina --version` (matches hitlist; was missing).
- Stale deprecation targets: cli_hits / spanning / cli docstring now say
  `tsarina build observations`, not the deprecated `tsarina data build`.
- `data remove <typo>` no longer fakes success — warns + exits 1 when nothing
  was registered (hitlist's remove() now reports existence). Adds `--delete`
  for parity with hitlist.
- `data path`/`data info` on an unknown name now print an actionable
  "unknown dataset; known: ..." (matching `reference`) instead of a KeyError repr.
- Empty `tsarina hits` result prints a stderr note (can't tell "no hits" from
  "unknown gene" from "didn't run" otherwise).

Docs / API:
- Top-level exports for the headline verbs: target_peptides, mutant_peptides,
  HOTSPOT_MUTATIONS, score_presentation, score_affinity, viral_peptides.
  (`personalize` intentionally stays at tsarina.personalize.personalize — a
  top-level export would shadow the same-named submodule.)
- Drop the stale hard-coded "358 genes" from 3 docstrings (the bundled table
  has grown well past that and keeps changing).

Bumps 1.20.1 -> 1.21.0.
