feat(bb_power_tps546): log latched STATUS during operation (latch diagnostic) (#463)

- add `.poll` hook to `bb_power_driver_t` vtable (optional, null-safe)
- call `.poll(state)` from `bb_power_poll` after channel reads
- implement `op_poll` in the tps546 driver: reads STATUS_WORD each poll
  and on value change reads STATUS_VOUT/IOUT/INPUT/TEMPERATURE and emits
  a bb_log_w edge-triggered warning — logs once on latch, once on clear
- add `last_status_word` field to `tps546_state_t` (0xFFFF sentinel so
  first read always logs); never issues CLEAR_FAULTS
