fix: log dropped subtopic and warn on ring-undersized always-on buffer (B1-298) (#461)

- add bb_log_w in bb_pub_register_source when registry is full, naming the
  dropped subtopic and the cap (mirrors bb_pub_register_payload_extender style)
- add one-shot bb_log_w guard at tick entry when CONFIG_BB_PUB_BUFFER_ENABLE is
  set, buffer_always_on() is true, and CONFIG_BB_PUB_BUFFER_MAX_ENTRIES is
  smaller than the registered source count (ring evicts first-enqueued sources
  before drain every tick — silent live-data loss); latch is file-scope static
  reset by bb_pub_test_reset
- add three host tests: overflow returns BB_ERR_NO_SPACE, tick succeeds with
  full registry, ring-size latch clears on test_reset
