tools: resolve the deploy-rb database from share/bfcodec by default

Install goodrb.json and a blank goodjbt.json to share/bfcodec and read
the database from there by default instead of the current directory.

Add Tools::executableDirectory and resolve the default --db path
relative to the executable, so an AppImage, a MacPorts prefix, or any
relocated install finds <prefix>/share/bfcodec. On Linux, macOS, and
MSYS2 the current directory is never consulted; a standalone Windows
build reads it first, then the share/bfcodec directory beside the
executable. The database name follows --type (goodrb.json or
goodjbt.json), and the --help text mentions the Windows behaviour only
on Windows builds.
