Clarify support for negative axes in `dpnp.transpose/permute_dims` docs (#2940)

This PR clarifies in the documentation that `dpnp.transpose` and
`dpnp.permute_dims` support negative axis indices aligning the
documentation with NumPy.

Since `dpnp.permute_dims` is an alias of `dpnp.transpose` and shares the
same documentation so only `transpose` docstring was updated.
