test: fix flaky box-luatest/backup_test

The `test_backup_replication_committed_master` turns out to be flaky.
The issue is promote on replica2 may fail due to vclock of replica2 is
behind vclock of replica3 at the time of promote. In this case replica3
just silently ignores replica2 candidacy (with "vclock is not
acceptable" in log). Let's wait for vclock of last committed statement
on replica1 to avoid this situation.

Also while at it drop `election_timeout = 1000` from replicas config.
It was added by mistake do disable automatic elections, it is disabled
already due to `manual` election mode. Instead due to huge election
timeout it is more difficult to find out from logs what is going on.
