Automate release creation (#125)

This automatically creates releases including documentation build
and uploading release artifacts. The release will be created in draft
mode, so the release manager can do finishing touches before actually
releasing it.

There are two ways a release is triggered:

1. Update version in pyproject.toml
2. Push to master (or merge from PR)
3. Github Action automatically:
    - tags the release
    - builds docs
    - stages a draft release including artifacts

It is still possible to tag manually, in which case this workflow
applies:

1. Tag release
2. Push to github
3. Github Action automatically:
    - validates pyproject.toml and the tag agree on a version
    - builds docs
    - stages a draft release including artifacts

In case pyproject.toml and the tag contradict each other, the
release will fail.
