Make rubocop pre-commit hook honor .rubocop.yml excludes

The hook passed staged file paths to `rubocop` without --force-exclusion,
so naming a file on the command line overrode AllCops/Exclude. A staged
generated file the project already excludes (db/schema.rb, db/migrate/*)
would then be linted and block the commit on pre-existing offenses. Add
--force-exclusion so the hook enforces the same rules a normal project
run does.
