add local smoke test for each Google Maps API surface

Stand-alone system test that visits the location form and exercises
each Google Maps service MO depends on (Maps JavaScript API,
Geocoding API, Elevation API). On failure each assertion names the
API surface so a developer running the test locally knows which
Google Cloud product the key isn't authorized for, rather than
debugging a silent regression.

Run it on its own:

    bin/rails test test/system/google_maps_api_smoke_test.rb

Concrete example output on a key missing the Geocoding API:

    Geocoding API: \`#gmaps_flash\` populated with
    "Geocoding failed: GEOCODER_GEOCODE: REQUEST_DENIED: ...".
    Enable the corresponding product on the Maps API key in the
    Google Cloud Console.
