fix(bb_pub_thermal,bb_pub_info): omit telemetry fields for absent hardware (vr/asic/board temps, psram) (#453)

- bb_pub_thermal: when no power primary (hardware absent), omit vr_c from the payload entirely instead of emitting null. when primary exists but temp_c < 0 (no reading), keep null — preserving the present-but-unreadable distinction
- bb_pub_thermal: when no fan primary (hardware absent), omit asic_c and board_c from the payload. when primary exists but die_c/board_c is nan, keep null
- bb_pub_info: when bb_board_psram_total()==0 (no psram hardware), omit both psram_free and psram_total. when psram exists, emit both unchanged
- tests: replace test_bb_pub_info_has_psram_free/total with test_bb_pub_info_omits_psram_fields_when_no_psram asserting the omit path. add four new thermal tests covering the omit-when-absent and null-when-present-but-no-reading distinctions
