Re-add NLRP9 as REPRODUCTIVE: somatic IHC is artifactual (closes #128) (#129)

NLRP9 was held out of #125 pending an IHC-aware evaluation. Reviewed in
#128: its broad somatic HPA IHC (27 tissues) is not real protein. It rests
on a single low-tier 'Approved' polyclonal (HPA042623) that HPA itself
flags for 'low specificity' off-target binding and low IHC<->RNA
consistency. Paralog cross-reactivity is ruled out on sequence grounds
(<=42% identity to any NLRP paralog, <=8-aa shared runs) -- so it's generic
antibody noise, not the classic _CROSS_REACTIVE_IHC paralog case, but the
conclusion is the same.

Every orthogonal modality (bulk RNA consensus, single-cell, DVP protein)
calls NLRP9 oocyte/germline-restricted -- it is a subcortical maternal
complex maternal-effect gene (cf. NLRP5/NLRP7). The mouse Nlrp9b gut
inflammasome story does not transfer (human has one NLRP9, <50% similar to
mouse isoforms). So NLRP9 is REPRODUCTIVE; the build_row IHC warn-check
still fires for it, which is expected -- the warning is the dismissed
artifact.

Counts: expressed 274->275, filtered 299->300. Tests updated.
Version 1.18.1 -> 1.18.2.
