docs: add k3s/RKE2 guidance for device_ownership_from_security_context (#4171)

k3s and RKE2 regenerate the containerd config.toml on every start, so the
existing containerd instructions do not persist there. Document the k3s
nonroot-devices flag as the preferred route, plus the containerd config
template fallback and its duplicate-table pitfall (appending the cri
runtime section after the base template prevents containerd from
starting). Verified on k3s v1.34.6 with rook-ceph block-mode PVCs.

Follows up on kubevirt/kubevirt#14335 where the k3s flag was confirmed
by users but never documented.
