ci(spatial): run spatial-go tests serially after the Go API tests (#763)

Adds a "Run spatial-go tests" orb step (POST /api/tests/spatial -> `go test ./...`
in the spatial-knn container) that runs SERIALLY after the Go API tests, right
before the existing routing-go step. Order is now:
  [parallel: go-api, laravel, playwright, vitest] -> spatial -> routing.

The Go API suite name is unchanged ("go"). spatial-knn is in the `frontend`
profile (already up in CI), single-stage from freegle-base so `go test` works.

Bumps the orb freegle/tests@1.1.350 -> @1.1.351 (published).
