ci(build): retry transient npm network failures in container builds (#753)

The CI "Build containers" step intermittently fails on `npm install` with
ECONNRESET — a transient registry/network drop, not a dependency problem
(it hit embedding-sidecar's [5/7] RUN npm install on PR #752's first run).
npm's default fetch-retries is only 2, so a single blip fails the whole
pipeline and needs a manual re-trigger.

Bump every npm install the CI build runs to fetch-retries=5 with longer
backoff (min 20s, max 120s) so these blips self-heal:
nuxt (freegle + modtools, dev + prod), status, status-nuxt, embedding-sidecar,
the playwright global install, and the support-tools services.
