admin: close coverage gaps flagged by coveralls per-file check

- `Admin::BlockedIpsController`: add `test_report_ip_renders_stats_panels`
  exercising the `?report=<ip>` path — covers the entire
  `Admin::BlockedIps::Edit::IpStats` view (89 uncovered lines before
  this PR), the `report_ip_if_present` validate/stats-key branches,
  and `IpSummary`'s "bot" and missing-user-id fallback rows.
- `Admin::UsersController`: add `test_destroy_user` +
  `test_destroy_blank_id` for the previously-uncovered `destroy`
  action.
- `Admin::SessionController`: add `test_update_non_admin_redirected`
  (covers the `redirect_back_or_default("/")` branch in `update`),
  `test_switch_back_to_original_admin` (covers the
  `real_user_id == new_user.id` branch in `switch_to_user`), and
  `test_update_with_no_params` (covers the blank-string branch in
  `find_user_by_id_login_or_email`).
- `Admin::DonationsController`: remove `check_donate_admin` — the
  method had no callers in `app/`, so its three lines were dead
  weight (and dead coverage).
