test: add hardware-in-the-loop telemetry validation scripts (#531)

- fleetsoak.py: per-board transport-rotation soak (config->reboot->verify,
  heap/reset/publisher polling, mid-dwell update-check)
- fleetmon.py: fleet health snapshot (reset_reason, heap, transport+tls, publisher)
- otaflash.py: OTA-push a firmware image and wait for reboot
- updatecheck.py: fleet update-check sweep with heap/crash tracking
- tlsrow.py: single transport path via config->reboot->verify + influx confirm
- README documents the mqtt-stack receiver dependency and BB_TEST_* env overrides
