feat: integrate breadboard v0.61.0 (bb_health/bb_i2c/bb_ntp/bb_version + TPS546 UV-hiccup) (#530)

- re-pin fetch_breadboard.py to v0.61.0
- drop bb_ota_led (folded into bb_ota_hooks) + declare app_update directly + adopt bb_display_info/bb_led_info/bb_temp info+health extenders
- webui REQUIRES bb_health + app_update/esp_hw_support/heap
- TPS546 UV-fault hiccup response (vout_uv_fault_response=0xBF) on bm1370_ops + bm1368_ops
- wire bb_version build-time firmware-version pre-script
