chore: install prebuilt cargo-udeps in CI (#1208)

Building cargo-udeps from source on the latest nightly fails because its
cargo-credential dependency no longer compiles (E0119 coherence conflict
with an old time crate). Fetch a prebuilt binary via taiki-e/install-action
instead, pinned to the v2.81.10 release commit.
