fix: pass explicit npm dist-tag when publishing WASM package (#1205)

npm >= 11.6 refuses to publish a prerelease version (e.g. 3.0.0-alpha.1)
without an explicit --tag, which broke both the dry-run and the real
publish. Derive the dist-tag from the package version (prerelease ->
next, otherwise latest) and pass it to npm publish. Also normalize
repository.url in package.json to silence the npm publish warning.
