ci(playwright): kill the runner once tests finish instead of awaiting teardown

The Playwright runner only resolved on process 'close'. When the suite finished
all tests but hung on teardown (lingering browser context / webServer / coverage
write), the process never exited, the runner never reported, and the CI step sat
idle until Katapult reaped the VM as infrastructure_fail — even though every test
had already passed (the cpuset heartbeat fix is working; the box was 80%+ idle).

Once the summary line is seen (result known, all tests done), arm a 90s grace
timer; if the process still hasn't exited, record the parsed result and kill it.
Clean runs are unaffected (close fires first and clears the timer); 90s covers a
normal teardown + monocart coverage write.
