strict_loading_by_default on the 5 versioned models (#4510)

Flips strict_loading_by_default on Location, Name, GlossaryTerm,
LocationDescription, and NameDescription. Stacks on #4515 (gem
bump). These were the five dropped from the dropped third batch of
#4514 because the acts_as_versioned save_version path didn't sync
the parent's loaded versions collection — fixed in
mo_acts_as_versioned 0.8.0.

Test plan:
- `bin/rails test test/models/location_test.rb -n test_versioning`
  test/models/name_test.rb -n /version/
  test/models/glossary_term_test.rb` — canary, green
- `bin/rails test test/models/ test/controllers/` — 2830 tests
- `bin/rails test test/integration/` — 164 tests
