feat(bb_pub): publish-status tracking + GET /api/pub route (#404)

* feat(bb_pub): publish-status tracking + GET /api/pub route

- add bb_pub_status_t + bb_pub_get_status() to bb_pub.h; track
  last_publish_ms, published_ever, last_publish_ok in bb_pub_tick_once;
  reset clears status fields
- new component bb_pub_routes: GET /api/pub → {interval_ms, topic_prefix,
  source_count, sink_count, last_publish_ok, last_publish_age_ms,
  published_ever}; CONFIG_BB_PUB_ROUTES_AUTOREGISTER (default y), order 6
- host test twin (bb_pub_routes_host.c) with BB_PUB_ROUTES_TESTING hooks
- 20 new host tests: 6 status-tracking (bb_pub), 14 route (bb_pub_routes)
- wired into platformio.ini, native_scaffold.py, test_main.c
