feat(bb_pub): multi-sink fan-out (bb_pub_add_sink) (#403)

- publish telemetry to multiple concurrent sinks; json serialized once
  per source per tick then delivered to every registered sink
- bb_pub_set_sink kept as back-compat single-sink (clears all, adds one)
- bb_pub_add_sink appends to fan-out set; bb_pub_clear_sinks empties it
- a failing sink is logged (bb_log_w) but does not abort other sinks
- sink cap: CONFIG_BB_PUB_MAX_SINKS (default 4, range 1-8, kconfig)
- 7 new tests; all 1889 host tests pass
