Migrate PR-ready gates to send_message hooks (#2089)

* feat: validate PR-ready handoffs with hooks

Queue retryable send_message handoffs until hooks pass and preserve gh config env variables for PR-ready validation.

* fix: harden queued PR-ready retries

Persist retryable PR-ready handoffs, cancel stale replays for terminal tasks or runs, and notify source agents when queued retries fail.

* fix: preserve retry and restamp edge cases

Keep Windows gh config discovery, cancel queued handoffs for stopped source nodes, and preserve custom hooks while restamping built-ins.
