MCP server: add join_game tool to claim a lobby seat (#1742)

Lets the agent take a seat in an Ora et Labora lobby that hasn't started
yet, given the instance UUID (or any URL containing one) and a color.
Mirrors the website lobby's join action: refuses to mutate seats once
START has been appended, rejects already-taken colors, and rewrites the
existing CONFIG command's player count so START will accept it.

The human still chooses the variant and presses START on the site; the
tool's response tells the model to wait for that before calling get_game.
