chore(act-http,server): bump hono to ^4.12.25

CI's supply-chain verifier was failing the install with
`ERR_PNPM_LOCKFILE_MISSING_DEPENDENCY: no entry for '@hono/node-server@2.0.4(hono@4.12.23)'`.
Bumping the hono floor to ^4.12.25 (the registry's latest patch) lets the lockfile
resolve `@hono/node-server@2.0.4(hono@4.12.25)` cleanly. All other trpc / hono /
zod / tanstack pins are already at the latest registry version.
