[#234] Expose can_form_delete to frontend to fix delete button visibility

- Add can_form_delete() method to UserRole mirroring can_form_builder()
- Include can_form_delete in UserRoleListSerializer fields so it flows
  through the /profile API response to the frontend
- Update tests_user_profile to expect the new field
- Replace isSuperuser gate on "Delete permanently" button with hasFormDelete
  so non-superusers with form_delete access can also use it from the UI
