Remove legacy backlog automation

Delete the old update-backlog workflow that still targeted the missing backlog branch and caused duplicate failing backlog runs around PR #1313.

Remove the in-repo backlog-tool subproject that only supported that obsolete workflow. Backlog Atlas is now the managed backlog automation, with its installer declaring update-backlog-atlas.yml and the backlog-atlas branch as the active artifacts.
