fix: make folder storage start() idempotent (#105)

Calling start() twice scheduled a second eviction setInterval and dropped
the reference to the first, leaking a timer that runs for the lifetime of
the process. Clear any existing timer before scheduling a new one. Adds a
test asserting a repeated start() does not add a second timer.
