fix(web): clearer wording for the localization hints

Reword the localization hints so they point at the actual controls:

- The L10n page clarification now says the language (and keyboard) can be
  adjusted using the "language and keyboard" (or "language") option at the
  top bar, instead of a vague "settings panel".
- The reuse-settings dialogs point to the "language and region" settings
  for more options, with consistent phrasing across the language-only,
  keyboard-only and combined variants.
