fix: stop losing invalid payment receipts on a failed write (#1047)

The payments agent records the receipts it rejects as invalid, with the reason, in a separate audit log. When an entire batch is invalid it now records and removes them in one transaction, instead of two unlinked writes where a failed record could delete a receipt without ever logging it. When a batch mixes valid and invalid receipts, recording is best-effort and no longer blocks storing the valid receipts' payment.
