fix(tap): wait for RAV processing to finish before counting receipts (#1046)

The test checked the receipt tables right after a single channel wakeup that did not
guarantee the receipt processing had finished, so it sometimes read the database
mid-update and failed intermittently. It now waits for that processing to finish first.
