test(e2e): free Ollama real-engine coverage for the "partial" areas

Adds three opt-in, deterministic Ollama E2E tests so the per-area "partial"
real-engine marks (context passing / quality gates / budgets) gain genuine
end-to-end coverage on the free Ollama lane (real-engine.yml, no API keys):

- test_ollama_context_passing_e2e: a 2-task plan wires context_from across a
  live engine; the downstream task only succeeds if the real upstream output
  was assembled + injected.
- test_ollama_quality_gates_e2e: the deterministic verify_command + guard_command
  gates run end-to-end after a live engine call.
- test_ollama_budget_and_cost_e2e: cost/budget tracking runs E2E; the local
  engine is zero-cost so the budget is tracked but never tripped.

New real_engine_yaml_runner fixture drives a full plan body (vs the one-task
real_engine_plan_runner). All deterministic — no assertions on non-deterministic
LLM text. Collect + skip cleanly without MAESTRO_RUN_REAL_ENGINE_TESTS=1.
