test: restore ~100% coverage for the 2.5.3 tranche

The 2.5.3 feature work (estimate/hardware/scip + fts/selective/routing changes)
left ~75 lines uncovered, dropping Coveralls from 99.85% to 99.58% and failing
its no-decrease gate. New tests/test_coverage_2_5_3.py (29 targeted tests) plus
a handful of vetted `# pragma: no cover` for genuinely-defensive branches
(sqlite build without FTS5, well-formed MATCH that can't raise, glob OSError,
detect_hardware's internally-graceful guard, unreadable prompt files) bring
estimate/fts/hardware/routing/runners/scheduler/scip all to 100%. Overall
coverage now 99.98% (up from the 99.85% baseline). Includes integration tests
that drive context_mode: scip / codebase_map dispatch and the hardware-detect
block through run_plan. No behavior change.
