fix: clean up /report handling and reported-user display (#402)

- skip super-user /report cleanly but delete the /report command so it doesn't linger
- render reported user as "name (id)" tg link in admin notifications (@username else first+last), markdown-v1 escaped (incl. ] and backslash) with a user<id> fallback
- rename the "Ban Reporter" button to "Ban Reporters"
