ci: add Elixir 1.20 / OTP 29 to test matrix (#56)

* ci: add Elixir 1.19/1.20 and OTP 28/29 to test matrix

Extend the test matrix with Elixir 1.19 and 1.20 and Erlang/OTP 28 and
29, excluding version combinations that are not mutually compatible. Move
the lint and coverage job to Elixir 1.20 / OTP 29.

* chore: bump Elixir to 1.20 and Erlang to 29.0.1

Track the latest Elixir and Erlang/OTP releases for local development and
the documentation CI job, which reads .tool-versions.

* ci: express test matrix as an include-only allowlist

Replace the cross-product matrix and its exclude list with an explicit
list of compatible Elixir/OTP pairs under include. Same 16 jobs; step
references to matrix.elixir, matrix.otp and matrix.lint are unchanged.
