ci: migrate release workflow to release-mate/action (#58)

* ci: migrate release workflow to release-mate/action

Replace googleapis/release-please-action with release-mate/action,
which authenticates via the Release Mate GitHub App instead of a PAT.

- Swap RELEASE_PLEASE_PAT for client-id/app-private-key inputs
- Drop contents/pull-requests write permissions; the App token
  supplies its own scope

* ci(release): Update Release Mate workflow job id and name

* ci(release): Remove default configuration values
