Harden CLI per fresh review: hermetic tests, resilient reference fetch (#105)

Follow-up review of the reorg surfaced three fixable items:

- Test isolation: the bare-`data` routing test was reaching into hitlist's
  real ~/.hitlist registry (data commands use HITLIST_DATA_DIR, not the
  TSARINA_DATA_DIR the subprocess set). Rewrote it as a hermetic unit test
  that stubs the hitlist-delegated list_datasets, so tsarina tests no longer
  couple to hitlist's storage. The reference subprocess tests keep using our
  own TSARINA_DATA_DIR.

- reference fetch resilience: `reference fetch` (default = all datasets) now
  attempts every dataset and reports/exits non-zero at the end, instead of
  aborting on the first flaky URL. Added a unit test.

- Tidy the usage-block comment alignment in the cli docstring.

Filed pirl-unc/hitlist#289 for the cross-tool "hitlist data register" message
that surfaces through `tsarina data fetch`.

423 tests pass; lint/format clean.
