fix(bb_power_tps546): make protection-config writes best-effort to prevent boot abort (#364)

a chip rejecting one protection register (unsupported/locked) must not fail
open() and abort the caller's boot sequence. mark the four essential writes
(FREQUENCY_SWITCH, VOUT_COMMAND, IOUT_OC_FAULT_LIMIT, IOUT_OC_FAULT_RESPONSE)
as fatal; all protection-config writes are now warn-and-continue.

add a pre-open log and expanded error context on the VOUT_MODE read so boot
logs reveal how far initialisation got before any failure.
